Why did God harden Pharaoh's heart?
Exodus says both that Pharaoh hardened his own heart (Exodus 8:15) and that the LORD hardened it (Exodus 9:12). Many interpreters understand God's hardening as confirming Pharaoh's own stubborn choices, while also fulfilling God's purpose to display his power and make his name known (Romans 9:17).
This question touches on the mystery of God's sovereignty and human responsibility. Before Moses ever confronted Pharaoh, God told him, "I will harden his heart, that he shall not let the people go" (Exodus 4:21). As the story unfolds, the language varies. Some verses say Pharaoh hardened himself: "when Pharaoh saw that there was respite, he hardened his heart" (Exodus 8:15; see also 8:32 and 9:34, where he "sinned yet more"). Others say simply that "Pharaoh’s heart was hardened" (Exodus 7:22; 8:19). Still others, especially in the later plagues, say that "the LORD hardened the heart of Pharaoh" (Exodus 9:12; also 10:20 and 14:8). Scripture gives a reason: "that I may lay my hand upon Egypt," so that "the Egyptians shall know that I am the LORD" (Exodus 7:4-5), and the plagues were a judgment "against all the gods of Egypt" (Exodus 12:12). Paul cites the story in Romans 9:17-18, "Even for this same purpose have I raised thee up, that I might shew my power in thee, and that my name might be declared throughout all the earth," concluding, "Therefore hath he mercy on whom he will have mercy, and whom he will he hardeneth." Christians explain this in different ways. Many see a judicial hardening, in which God gave a proud and cruel king over to the stubbornness he was already choosing, a pattern also seen when "God also gave them up" in Romans 1:24. Others, especially in the Reformed tradition, place more weight on God's sovereign purpose while affirming that Pharaoh still acted willingly and was responsible for his choices. Across these views, Christians agree that Pharaoh was not an innocent victim. He ruled over the oppression of an enslaved people, refused repeated warnings, and God remained just in his dealings with him.
